Usually the decoy gets you to say something incriminating through your window, will tell you to pull around a building, corner or something ostensibly so she can get in discretely, but really so she can safely get away from your vehicle and position you in a spot where the calvary can easily swoop in and box you in. No actual cash needs to change hands, just an agreement of money for sex.
The best defense continues to be getting the girl in your car before saying anything problematic, but unfortunately the prevailing MO of this new generation of gals seems to be negotiating through windows. I've rarely partaken in the street meat game last few years though, so that's based mostly on others reports.

This seems to be true from Las Vegas to LA to Seattle. However, in smaller jurisdictions such as SeaTac, they absolutely will. As far as negotiating, use this trick. In LA a girl will come to the driver's side window and talk while feeling out your cock. It's their LE check. She could hold it for twenty seconds while she negotiates. No woman cop will do this.

Every now and then, it will happen. At the end of the day, this activity is still illegal. In the past year I haven't seen SPD go after girls like they used to. They used to sit right out there and watch which was a deterrent in that immediate area. I'd see them stopping girls and talking to them. Zero, zilch on that in the past year. I have seen them apprehend men while they were in the act of talking to girls, that was a year ago.
But the day is coming when residents who live near Aurora will complain about the girls standing out there in their thongs, randomly approaching any car that stops for traffic at a stop sign. They've been a lot more bold in the past year. But the smack-down is coming. Hell, long-time SWs I've know for quite a few years tell me that they won't walk down Aurora between 145th and 105th even if it's to go to a store in daylight. Gangs of girls who travel together harass the living hell out of them, accusing them of being competition and trying to run them off. Two of them were beaten right on the sidewalk and one had to get stitches. There are pimps that cruise that part of the strip harassing girls as well. I can't imagine what it's like for a young 20-something female who lives in an apartment around that area. I don't know about you guys, but I almost never see local females who don't appear to be working the street walking alone around AA. I have to think that if there were that they'd get harassed by gangs of SWs, too. That shit draws community complaints and the police will zoom-in eventually.

Only asking "What are you offering?" will likely get thrown out of court, but you'll have to fight it all the way to keep it off your record (at least the last I heard, there is no longer a way to wipe the charges for a first offense).
Asking something like "would you take X for why services" (or possibly even saying "that sounds good to me") is a different story.

Good to hear Seattle repealed the loiter law. California needs to do the same. CA's is the worst loitering law in the US. CA's loitering law is a catch all law that allows the officer determine what constitutes loitering. The the in SF actually said the law was very questionable. Most of people arrested in sting operations are cited with loitering instead of solicitation. I believe that prostitution should de-criminalized. It would be great if we had Eros centers in the US. This allows guys to have their fun and reduces the impact on neighborhoods.
