While Cosmo is located closer to the center of the strip, it's a real pain to walk out of and get to the strip (by design). You'll see when you get there but you just don't walk from Cosmo out to the strip. It's a complicated route.
The key is where you LOOK not where you stay. And either of those hotels could be hot one night and cold the next.
It's because the girls in LV don't stay in one place for long. They move around: just like everyone in Vegas.
I understand you want to find a top talent where you might get lucky. But it just doesn't happen by looking in the same place every time.
Depending on how much time you have, spend an hour in 3 or 4 large casino hotels per night. Wynn and Cosmo are a good start, but every casino is a possibility.
Also go late at night. Just see what's there. You'll find them. And they will find you.
Important: be alone, walk alone, sit alone to attract their attention. Sit at the corner of the bars and be obvious about looking. You will see some you like and some you don't like.
Be sure to read through TONS of info already written on this board about Las Vegas. There's no way to make it easy, just start reading and you will learn lots.

I was there last week, and the only thing I would add is the eye candy was better as cosmo. Especially if your looking for 8+. I did see a blonde and brunette that had dresses on that were paper thin. Looked like they were on there way for someone's double experience. Saw a few others that fell into this category. This was middle of week at night, so can't imagine the weekend. Was only in town during the week. Fletch3.
