I am not the forum administrator and do not even play one on TV but since the good Doctor brought up delays, here is what happened.
If you do a search you are required to wait 60 seconds to do another one. It appears to be the same with PMs.
I am sure it has something to do with resource utilization and also to prevent spammers from easily mining the membership directory and / or sending out spam.
