Loitering and Manifestation of prostitution
I agree it's a bogus catch all law that some states have passed. The good thing is that it is not hard to beat charge if you are careful and you fight the case. Vice cops are typically the ones to use the law when they have no other charge to get you on. If a cop pulls you over. Just tell them you are offering the girl a ride and stick to that. There is case law that allows you to offer a girl a ride regardless is she is SW or not. If the cops wish to pursue this they can write cite you for loitering. If they do find a aggressive lawyer who will file a bunch of motions. On the day of arraignment go to court and tell the judge you are pleading not guilty and want a jury trial. There is a very good chance the prosecutor will drop the case then or the day of the trial.
The one caveat is that if you have been stopped for a prostitution related offense than this can be used as supporting evidence against you in some states like CA. In recent years LE has become more aggressive than ever especially since the start of the human trafficking crackdowns. This is one reason why I am more cautious then ever and take every precaution to avoid LE incidents to begin with.

10.36.010 - Definitions.[/B]
For the purpose of this Chapter, the words set out in this Section mean as follows:
"Fee," whether or not quantified, means anything of monetary value, service, consideration, trade, barter, exchange, accommodation, or other compensation, whether agreed to, received, offered, solicited, promised, suggested, or expected by any party to a transaction.
"Order Out Corridor" means the following areas within the City of Las Vegas:
(1) The area which is bordered on the west by Main Street from Washington Avenue to Charleston Boulevard; then bordered on the south by Charleston Boulevard from Main Street to Las Vegas Boulevard; then along Las Vegas Boulevard from Charleston Boulevard on the north to and including Sahara Avenue on the south; then bordered on the south by Charleston Boulevard from Las Vegas Boulevard to Eastern Avenue; then bordered on the east by Eastern Avenue from Charleston Boulevard to Washington Avenue; then bordered on the north by Washington Avenue from Eastern Avenue to Main Street;.
(2) The area which is bordered on the west by Interstate 15 from Bonneville Avenue to Charleston Boulevard; then bordered on the south by Charleston Boulevard form Interstate 15 to Main Street; then bordered on the east by Main Street from Charleston Boulevard to Bonneville Avenue; then bordered on the north by Bonneville Avenue from Main Street to Interstate 15;.
(3) The area which is bordered on the west by Interstate 15 from Charleston Boulevard to Sahara Avenue; then bordered on the south by Sahara Avenue from Interstate 15 to Las Vegas Boulevard; then bordered on the east by Las Vegas Boulevard from Sahara Avenue to Charleston Boulevard; then bordered on the north by Charleston Boulevard from Las Vegas Boulevard to Interstate 15; and.
(4) The area which is bordered on the west by Atlantic Avenue from Fremont Street / Boulder Highway to Sahara Avenue; then bordered on the south by Sahara Avenue from Atlantic Avenue to Fremont Street / Boulder Highway; then bordered on the north and east by Fremont Street / Boulder Highway from Sahara Avenue to Atlantic Avenue (but excluding those parcels south and west of Fremont Street / Boulder Highway which are located within the unincorporated area of the County).
The Order Out Corridor includes the entire width of the roadway and sidewalks of the streets, avenues and boulevards described above. For the purposes of this Chapter, the Order Out Corridor may be divided into sections that correspond to Las Vegas Metropolitan Police Department sector assignments.
"Prostitution" means an act, by any person, for a fee, of engaging in an act of lewdness, sexual intercourse, oral-genital contact or any touching of the sexual organs or other intimate parts of another person, clothed or unclothed, for the purpose of arousing or gratifying the sexual desire of either person or a third person.
"Public place" means:
(1) Any place to which the public is invited, including any private property into or upon which the public is admitted by easement or license;.
(2) Any street, sidewalk, bridge, overpass, alley or alleyway, plaza, park, driveway, parking lot or transportation facility;.
(3) The alcoves, doorways and entrance ways to any such places; or.
(4) A motor vehicle in or on any such place.
[B]10.36.020 - Acts of prostitution or pandering.[/B]
(A) It is unlawful for anyone, other than a Peace Officer acting within the scope of his or her employment, to:
(1) Commit, engage in, institute, solicit, offer or agree to commit an act of prostitution;.
(2) Attempt to commit, engage in, or institute an act of prostitution; or.
(3) Intentionally facilitate, allow, permit, encourage, procure, negotiate or provide a fee for an act of prostitution.
(B) It is unlawful for anyone, other than a Peace Officer acting within the scope of his or her employment, to:
(1) Secure or offer to secure another person for the purpose of committing a violation of Subsection (A) of this Section;.
(2) Knowingly transport, offer to transport, or seek transport for a person into or within the City for the purpose of committing a violation of Subsection (A) of this Section, or to procure or pay for transportation for that purpose;.
(3) Knowingly receive, offer or agree to receive another into any motor vehicle, place or building for the purpose of committing a violation of Subsection (A) of this Section;.
(4) Direct another to any motor vehicle or place for the purpose of committing a violation of Subsection (A) of this Section;.
(5) Attempt to detect the presence or identity of a Police Officer, Peace Officer, or other law enforcement officer for the purpose of attempting to avoid or escape criminal liability for violating, or attempting to violate this Chapter, by:
(a) Exposing or touching or seeking to expose or touch an intimate body part of another or one's self, or asking, soliciting, encouraging or attempting to procure another to do the same; or.
(b) Inquiring, in any manner, as to whether another person is a Peace Officer, Police Officer, or other law enforcement officer;.
(6) Possess or acquire a prescription or non-prescription controlled substance for the purposes of facilitating a violation of this Chapter or a benefit therefrom, including acquiring or possessing such substance to:
(a) Complete a barter, trade or exchange;.
(b) Enhance sexual performance or sexual gratification; or.
(c) Incapacitate another so as to steal a thing of value from such other person; or.
(7) Knowingly, in any other way, aid, abet or participate in an act of prostitution or pandering.
(C) It is not a defense to a charge of offering or agreeing to an act of prostitution that there was an absence of an intent to institute, commit, engage in, procure, facilitate or carry through with an act of prostitution.
[B]10.36.030 - Loitering for prostitution.[/B]
It is unlawful for anyone, other than a Peace Officer acting within the scope of his or her employment, to:
(A) Remain or wander about in a public place and repeatedly beckon to, or repeatedly stop, or repeatedly attempt to stop, or repeatedly attempt to engage passers-by in conversation, or repeatedly stop or attempt to stop motor vehicles, or repeatedly interfere with the free passage of other persons, for the purpose of committing a violation of Section 10.36. 020; or.
(B) Remain or wander about in or upon private property after having been warned against trespassing on such property and repeatedly beckon to, or repeatedly stop, or repeatedly attempt to stop, or repeatedly attempt to engage passers-by in conversation, or repeatedly stop or attempt to stop motor vehicles, or repeatedly interfere with the free passage of other persons, for the purpose of committing a violation of Section 10.36. 020.[/QUOTE]

Trop in the early morning hours
I hit trop this morning between 130 and 230 am. Man, you all ain't lyin. It was hoppin. No sign of uncle LEO. McMullens was full of them. Right off the bat I saw a white girl with a short red skirt and decided that she was on the menu. Chased her around a bit and finally got her in. She looks around a bit and saw my heater. Said she wasn't messin with anyone carrying. Talked like a black girl, immediate turn off for me when a white girl tries to talk like that. Catch and release. Wound up by McMullens again and saw an older chick I'd seen once before. Not good looking at all but she can suck the paint off a new car for sixty. I don't know her name. I'll get more info if I can. Be careful out there. A lot of handlers close by. Don't know which ones are watching and which ones are scheming.
