It's a common ploy by DA's to charge chicks with this then later they "discover" that she doesn't have it and they reduce the charge. Then when they are campaigning or blowing the Feds for money, they can point to the number of prostitutes with HIV they have "removed" from the streets to justify their budget, office, or actions.
