A cop can say whatever they want. That's how major drug busts happen and how all uncover operates. Hypothetically they could go through with the whole session, whether it's a male cop posing as a client or a female posing as a provider, and bust you afterwards. You can then be busted because you committed the crime of providing or paying. Before that you had the intent of Paying and breaking the law.
Touching is done because a married cop prolly won't let you feel her breasts or snatch nor would a married cop let a provider touch his junk. Personally, when I meet a girl, either at her place or on the street, I ask them if I can touch them. If they say no, I bail. If they say yes, I do then ask them to give Little YT a nice hello kiss. Only after that do I discuss anything.
