What's the deal with the ads where it's a pretty generic ad, with almost surely fake pics, no location other than listing multiple cities (oceanside, national city, carlsbad, etc), such as this one: [URL]https://sandiego.rubratings.com/197775[/URL].

Is it an outcall service? In call? An agency? Or a total scam? I'm assuming they're focused on more than just a HE, if they're not a scam.
