On an iOS device I find my self needing a VPN more frequently to access this site. If I click a link on here to STG, I get an access denied because the VPN is on. If I turn it off and refresh the browser, I can get in.

Internet browsers and security programs are more and more not playing nice with "not secure" non HTTPS sites. Varies by device / browser / security installed. That has nothing to do with the ISP or state laws.
When on VPN it appears to me that clicking on some links located within a non HTTPS site to a site that is HTTPS creates a problem. Likely a browser or traffic conflict due to security. When not on VPN I don't see these issues. Again not the ISP but appears the security protocol somewhere is not liking it. If it was the ISP the same problem would exist not using the VPN.
The sites that cannot be accessed without age verification is because of state laws (example Florida a Texas porn laws). To get around it, you use a VPN that is located outside of the state or maybe in another country. That makes it look like you are elsewhere and it bypasses the state law requirements.
