Some people say the cops don't allow people shooting up or smoking out in the open, but I still see it happen. I heard there was a three-strike rule for the street walkers but most people I know have gone past the three strikes and they don't care.
Seems like the new elected officials want to make changes, but they don't have a plan and they don't have the funds to make meaningful change.

Another observation is many are close to hot spots like Clearfield, Westmoreland, Hart Lane etc. Not as many on the lower south end or the North end. Now, the LEO activity has had a dramatically increased presence recently.
More bike patrols in the daylight hours and more city cars parked at strategic locations observing parked mongers. The bike patrols will get longer hours as the temperatures warm a little. I tell other mongers to stay legal and don't give the law any reason to stop them. But there's a reason why governments put cops in the median of the highway with radar guns and claim they're cracking down on dangerous highway driving. It's much easier to catch the speeders and a lot harder to catch the people weaving in and out of traffic even though the reckless drivers are the ones that are considerably more dangerous than the driver going 80 MPH in a 55 MPH zone, straight and true down the road on a clear, dry day.
Catching people spraying K avenue with bullets requires the cops be right there when it happens (and not get shot themselves).

Nobody knows what to do in Kensington, so they make a few clean spots, arrest some dealers, and move (arrest) the junkies and prostitutes. That's a pure function of strong demand and has a lot less to do with supply.
These days, though, you can drive it more underground and that will still count for something.
If they can disperse the prostitution away from the concentration on Kensington Avenue there's a shot at starting the rehabilitation process for that neighborhood.
I'm not going to paint everyone there as a lost cause, but our own predilections notwithstanding I hope we can all agree that getting a roof over everyone's head and access to sanitary facilities is a pretty good start for getting someone back on their feet.
