Thanks to this thread I meandered over to Tropicana today and pulled into the parking lot of Orleans Casino via I-15. That place is way too busy for them to be paying attention to every guy by himself driving around the lot. I'm sure it isn't everywhere, but I know firsthand, that many departments absolutely forbid that, on grounds of "officer safety".
