My experience on 27th seemed a little strange, at least to me. This was my first time on 27th going between Northern and Thomas from 10 to midnight. Scooping seems a little difficult on 27th and when I pulled off to a parking lot or side street the girls didn't seem to follow. It appeared that there were two types, those that just walked, and walked, and were not interested in getting in and then those were blatantly waving down every car and those I will avoid. I went so far a couple of times to pull into a lot ahead of walker and ask if she was going to walk all night or if she might need a ride. Nothing.

LE activity seemed moderate and the type waving at passing cars didn't seem to care, maybe they were decoys.

Guidance would be appreciated.

I find street walkers easier to pick up during the day. You make eye contact and they will follow your car with their eyes. If they look away or look down they are not working. My guess is the girls you see walking are not working. At night it is hard to see their intentions. I agree that anyone flagging down cars is LE or bad news.
