Also, factor in day of the week, time of day, weather, economic factors, etc. I try to find the most desperate of times from a provider standpoint.

The usual limit is as you described unless you find a gem in the pile of rubble. There's only one camp I've been to where FS was provided and that place isn't here in the ATL. A Kamp is where you have to go to get more intimate with a provider than just touchy feely and a HJ.
