It would initially have to be reviewed and approved by the site to be posted in the first place. Strange. IF it has something to do with shill reviews, then all of these agencies need to be penalized as well. Not fair to single out one agency.

However, posting fake reviews will not harm TER's interests, but if paid reviews are posted on the agency's website, this will harm TER's interests.

I wouldn't say it's easily walkable; it's about 30 minutes to walk from the dunn loring metro to the general location they are in. There used to be a shuttle bus that took you between the two but I don't know if that is still active anymore. If you do some research, you may be able to do it all with public transport. But it's probably easier to the just uber to a restaurant in the district. It won't look weird at all to take an uber there if you have someone looking over your shoulder at your movements. There are couple of upscale, highly reviewed restaurants that can be a good excuse to "visit".
