It is not a crime to refuse to answer questions. But refusing to answer can make the police suspicious about you. If they think you're in a place you have no reason to be, like a well dressed local in a seedy area know for drugs and prostitution, that can be a reason to detain you while they question the hooker they saw you talking to. When they ask why you're there, not answering will make them more suspicious. But it's better than getting caught in a lie or incriminating yourself.
If you are traveling on foot. Have a destination in mind that is relatively close and in the direction you're headed. Go to that destination and stay for a bit. Buy something and get a receipt. Like a drink at the bar or a sandwich. Then walk back to your (assuming) vehicle.
If you park in one location and decide to go to another after you've parked, it's not uncommon to just walk to the new destination rather than drive there. For example, you've parked at one casino or bar and then decide to go to another one nearby. You have a legitimate reason for walking down the street. You are not loitering or there to proposition anyone. You are on your way somewhere. "I had two drinks at this bar and wanted to go to another and wanted to be safe so I walked" is hard to argue with. No officer is going to tell you that "no, you should have gotten into your car and drove there after having a drink or two. ".
If you smile at someone and they smile back, say hello if you wish. If they respond back to you, then it's not a stretch of the imagination to engage in a conversation. Ask if they are visiting Las Vegas. Many people visit Las Vegas on vacation and enjoy socializing while they are here. Who knows where the conversation will lead? Strangers meet all the time in Las Vegas. It's Las Vegas.
Someone who is walking down the street aimlessly is suspicious. Someone who can easily answer where he or she is coming from, where they are going, and can show that they've gone some where and are returning (if an officer sees you twice walking down the same side-walk in two different directions) would be difficult to convict of loitering and propositioning someone.

The problem with your strategy is that the more complicated a story you come up with, the harder it is to keep your answers consistent. I'm not saying you can't make it work if you keep it simple. But if the cops catch you lying, that itself is a crime and you could be arrested for providing false info or even obstructing!!
If you're walking on Trop or Boulder, the casinos are not really close enough to say you wanted to walk from one to another on a 100 degree day. If you talk to a SW about a possible date and you try to tell the cops you were just commenting on how nice a day it is, she might tell them something else and your stories don't match. When you're a tourist, you can get away with saying you're exploring and didn't realize you're in an area of town known for drugs and prostitution. But if you're a local, it's hard to explain why you're there if you live and work on the other side of town. It can be easy to come up with a quick false answer like you have a friend who lives in the area. But if you can't give them your friends name and address or more details when asked follow up questions, your story quickly comes unraveled. They deal with people lying all the time so they know how to poke holes in made-up stories. They know when you're lying and you know that they know.
In general, the less you say the better off you are. "I was just leaving, officer. I'll be on my way now unless I'm being detained. " And then just GO!
I guess I missed the major crackdown. There was little police activity on Boulder Hwy late Wednesday night and Thursday night, but around 3 AM Th / Friday morning the cops hit the streets. I saw them converge on a girl at a bus stop, and a scuzzy guy walking near Dotty's.
I met Shauna early Thursday morning. I saw her at the 7-11 around 4 AM on Fremont. Little blonde in a pretty summer dress. Short hair with the back in a puff. I caught her down by the hotels and we went to her room.
She was cute and very friendly and clearly horny. She's about mid-30's, maybe 5'4", nice legs, cute cherub face, and some puffy round titties. No problem talking money and sex while sitting on her bed with her skirt open showing her pussy. I thought this was going to be real fun.
Well, as it typical for girls, as soon as the money changes hands, the power struggle begins. First she has to hit the pipe. Then, it's DVD time with her testing every DVD from the stack on top of the player (no cases) and then tossing them on the desk when they don't work, and wondering out loud why none of them work. Then it's back to the pipe. She said that smoking crack makes her horny, but it turns out that smoking crack makes you want to smoke crack.
Then the moods start to change. In between frantic activities like looking through lingerie and scanning her phone for more porn, her moods go from horny to crazy to frantic to playful, from "That feels good" to "Stop doing that". It was 45 minutes of bullshit before she finally started sucking my dick, and I think it was only because she felt like sucking dick at the time and mine was convenient, not because I hired her to do so.
We agreed on the option to fuck, but then she started getting pissed off over the thought of fucking me for the same money. Apparently, she felt that her pussy was the greatest thing on this planet, and me not paying more was an insult to her hairy hole and this particular pussy needed to be paid homage to.
I said "I thought you were horny". And she replied "I got dick knocking on my door day and night". Yeah, crackhead dick and loser dick. Why fuck me and have a happy customer who comes back with money when you can fuck a loser for free?
The BJ was pretty good once she got to it, but she started getting annoyed when I didn't cum within about two minutes. Also, when the dress came off, she looked like shit. Boobs that looked like ripe see-Cups in the push-up bra now looked like two smooshed oranges inside of ankle socks. All her skin was sagging, and her ass was flat and droopy. Stretched stomach and saggy thighs, which were weird on such a petite girl.
She asked if I wanted her number, and I said "No". She stood in the doorway talking to me while I was trying to leave, with her dress dropped to her waist. She might be good for a car date, but if you go to her room, you will get caught in her web of shit. Asked for $50 for BJ, happy to take $40.
Excellent post.

I agree the best thing is to remain silent. Just remember is that you innocent until proven guilty. You are not obligated to make their jobs easier to bust you.

Casino, bar, fast food restaurant, it doesn't matter what the destination is, just as long as you have it in your mind that's where you're going or that's where you actually just came from. If you can reply without hesitation because you're NOT lying it's obvious.
"I was just leaving" is a sure fired way for the cop to tell you that you're being detained for further questioning. You're going to set off his Dick Tracy alarm and then he's going to ask you the same questions. The first thing he's going to want to establish is that you're loitering. There are going to be questions and he's going to judge you on whether or not you have an answer, if it's plausible, and if it's consistent.
If you're walking down the street with just a baseball bat. You've got a problem. If you have a bat, ball, and a glove. You've just got sporting equipment.

In the end the best thing to do is to remain silent exercise your constitutional rights. The iaw is on your side especially in a case like this. There is nothing the cops can do to so why complicate things. If you wish tell him you were going for a walk. But do not say anything else.Last year I was pulled over this one freako skank called the cops on me for offering her a ride. The cops put the cuffs on me and I simply told them I offered her a ride and nothing more which was true. The cop got upset, because I would not say anything more. In the end the cop let me go. He gave this BS about how I was lucky that I was not arrested and how he would arrest me if he saw again in the area. One has to remember cops will harass you if they wish and there is not much you can do to stop them. These days I am very careful what I say to SW's especially if I do not know them. If the cop wants to be a real jerk he could cite you for loitering. My however is that if got a lawyer this would be dropped if you spoke to his superior. Or it most certainly be dropped if you went to court pleaded not guilty and asked for a trial. I seriously doubt any of they would arrest you, because they realize that a arrest like this is a waste of time.

Don't be a kiss-ass and don't be a dick. Keep calm, be reasonable (even if the cop isn't) and don't act like you are in control of the situation because you are not. Don't turn it into a pissing contest. I know it's a little rough on our male egos, but how bruised is your ego going to be when you're handcuffed, stuffed into a cop car and sitting on a hard jail cell floor for three days?
In our overly litigious society, cops are very wary of people suing them for false arrest, so if they don't have a case, they aren't taking you in. Yes, they CAN arrest you, but there are WAY too many lawyers out there and they don't care who they sue if they think they can make money, and suing big businesses and big government equals big paydays. Some states even hold individual officers liable in lawsuits now. I don't know if that's the case in Nevada.
Yes, cops can be assholes, but we've all met cops who were SO FUCKING COOL when they sure didn't have to be. Keep to your story, keep it simple, and keep cool. You will be surprised how far that goes. Also, keep in mind the kind of shitbags these cops deal with all day every day. How would you be after fifteen years of that? Look at how well we respond when a hooker treats us nice for a change. If you are polite to a cop, often they will deal with you from that angle. If the cop is still a dick, there's nothing you're going to do to change that. You can only make it worse.

One could sue them for false arrest. But my guess is that it would be fairly hard case the to prove since the office could simply claim they made a mistake.

False Arrest
One could sue them for false arrest. But my guess is that it would be fairly hard case the to prove since the office could simply claim they made a mistake.
The officer making a mistake IS the false arrest. The reason we have false arrest trials is because an arrest can ruin your life even if you are innocent. People lose their jobs and their families, get their cars towed, and spend thousands of dollars in legal fees because a cop made a mistake.
It's like challenging a referee call in the NFL. If you are right, you get your way, but if you are wrong, you lose a time out. Same with police. If you are right, you get the arrest. If you are wrong and ruin someone's life, you get sued.

Back to Normal
Strolled down our favorite street this morning and saw 14 SW out and about. Seems like the domineering police presence is at least easing up a bit. Still saw one LEO lurking so be careful.

Warning!
Drove by Trop heading west, got frustrated with traffic and turned north onto Valley View (horrible decision), no way out that way either it seems.
Saw 8-10 police cars just hanging out on Valley View, with 20 or so police lurking as well, shooting the shit in groups of 3 or 4.
Something is going down tonight, so be careful if you are in the area.

Just landed at the airport and heading out to look for some action. So I am going to head down to Fremont street instead. But may drop by trop tonight. BTW, met quite the nice lady on the plane. Jamaican in a sun dress. She was a little byob and let me rub on her leg a bit, under her blanket. Yumyum.
