The recent Exeter bust was not a surprise to me either. Way too visible locale in a town that has one of the highest per capita LEO to citizen in the state of NH.

There isn't much we can do to contain the heroin epidemic. It was unleashed by irresponsible capitalism prescribing opioids to unsuspecting people who woke up addicted. Short of forcing every addict into a long and expensive rehab there isn't much that can now be done to put this genie back in the bottle. Currently incarceration serves as a default rehab. However, our prisons have so many other problems that this sort of rehab is more likely to generate relapses than lasting solutions. This is why responsible governance is so important, and we see no signs of us as a society heading in that direction.
