The complained of activity would have to qualify as "outrageous conduct," as defined by case law.

I would hope that he would have the ability to take some type legal action against them so that they would not do it to someone else. I believe that LE should have all type tools in their box to fight crime but that's not fighting crime that just destroying someone's reputation without cause. If they actually caught him doing something they would not go through the trouble of calling his wife. If they stopped the Chief of Police in that area would they call his wife?

He brought attention to the pint of ice cream on the front seat his wife had asked him to stop and get. One of them told him he should call his wife and tell her he was in trouble for seeking prostitution and drugs. He told them he would be glad to call her and did. As soon as she answered, they took the phone from him and walked away from him and talked to his wife on the phone for about 10 min. They were trying to make her think he was up to no good but she said there is no way he is up to what you are suggesting.

I understand them stopping him initially, but there was no need for a 45 min delay with him having to hold his hands on the cop car for 30 min and them trying to get him to admit to something he didn't do. He had proof he got off work after 10 pm and was clearly going in the direction of his home. I think he said there was maybe 8 of them in total. What a waste of man power when there are people getting shot and robbed.
