I heard a story on NPR's Marketplace program about a bust of a review board in Seattle. Police infiltrated the board and met with reviewers in person over beers for hobby talk. Not only did they shut down the web site and seize the servers, they charged some individual reviewers with felony facilitation of prostitution. The logic was that the reviewers had driven business to the ladies, and so contributed to the business. The board in question was named, rather obviously, "the review board. "

Did you get a time line on when that happened? I got the feeling it was some time ago as all the guys arrested had already been through the court system. Most pled guilty to conspiracy. The bust was a result of them meeting for drinks on a regular basis and talking too much.

So, in January Seattle LE infiltrated a drinking group where hobby members shared intel more or less out in the open. They closed 12 brothels, took over two web sites and arrested 12 guys and a lady. Since the charges were for conspiracy things are serious. Also, several of the guys are pillars of society. Further reading indicates they grew the number by six more guys by May.

He was cleared of any wrongdoing for simply defending himself, which so happened to result in someone's death. An exception to this would be if you attempted to schedule a meeting with an undercover posing as a minor, which in that case money or no money you're fucked. In my situation, payment for services was discussed therefore that night did not end well for me let's just leave it at that.
Police can charge you with anything. With most misdemeanors they can't arrest you there and then, with some exceptions actually. Google Misdemeanor Exceptions. Basically police would file charges in you if they have enough probable cause, but wouldn't be able to arrest you right there and then because the crime is just a misdemeanor.
Now if they were doing a sting and you're actively breaking the law by meeting the elements of the crime then they can arrest you on the spot because it's occurring in their presence.
Felonies are a different story and they can arrest you for any felony charge as long as they have enough probable cause regardless if it occurred in their presence or not.
