Just send code inspection in and I can tell you with 100% certainty that virtually any AMP in operation will have violations severe enough to warrant being shut down.
Massage certificates are one of the biggest sticking point. There is no massage license in California. We are the last remaining state that doesn't have a state controlled licensing structure. We do have a certificate which is administered by a civilian third party. CAMTC. It is sort of a de-facto license but not quite. Almost all cities require anyone practicing massage to have a valid CAMTC certificate. Some cities even require the certificates to be posted in the business for customers to see. I'm sure you have all gone into AMPs and seen the certificates hanging on the wall. Cool, except pretty much without exception they are invalid, expired, forged, revoked, or for someone not even working there. All code enforcement would have to do is go in for a certificate check and they wouldn't be able to produce a valid cert for anyone working. Grounds for instant shutdown.
There's a ton of other regulations required by cities that almost no AMP follows. Some cities are way more strict than others. Costa Mesa for example requires massage therapists to wear a city issued photo I'd badge, and it even goes so far as to specify that it must be worn on the upper right side of the uniform top with the picture facing out. CM also has requirements for a minimum 60 watt non-dimmable light bulb in the room. I could go on and on with things that spas are required to do but I won't. The point is that none of the AMPs are doing them and it's immediately evident when you walk into one. Cities could very easily crack down on them very hard, and in many cases shut them down without notice, and it wouldn't take a rocket scientist or LE involvement to do it.
