In the past, at least, there were mail-order-bride pipelines that were 90 percent about getting girls into the US. As soon as the bride got the green card the marriage would be annulled but she got to keep the green card. I know that I got hit up to do this in Russia and Vietnam in the late 90's. You are correct in that it's supposed to catch your ropes by one of two ways: either just containing it in your urethra, or catching it in a little pouch.
