The prosecutor's office then represents the "People of the State of Michigan" throughout the time the criminal case pends before the court. If the prosecutor's office says it's not filing these cases, then these cases have no way of getting into court in the first place.

The only possible exception I can think of would be if a city had an ordinance that was violated, in which case a city attorney could start a case alleging a violation. But, as a practical matter, it's extremely unlikely a city is going to pay a lot of money to a city attorney (most of whom are private attorneys paid by the hour) to bring such a case, against such a minor violation.

I think I understand now. Wayne and Washtenaw County court systems looks to be quite different. In Wayne County, every city has their own District Court (27 of them). Washtenaw County appears to have only two district courts (14th and 15th). I can see now how my "hypothetical" was nothing to worry about.
