So, a large scale brothel operation probably wouldn't fly because they'd probably copy-and-paste a new law, replacing gambling with "human trafficking". And most of those rooms on cruise ships are TINY. Like less than a 100 square feet.
I suppose you could go with a smaller scale operation, but chartering a fishing boat or a yacht is pretty expensive. You will not be getting away with a $50 HF.

It will take at least two years ONLY IF tourists can go back to pre-virus life with extra money for tourism. Hawaii may be on the same boat.

And a few who plan to come to hawaii decided they will reject anyone (though he is so influential in this biz) that ask kiss, bb service and table shower. And some will change their way into more mainland style. Less tip but shorter time-more protective way.
And no mamasan. All will be like chichis way, american style.
Some matured superstars will retire.
There will be a few in their 30's and early 40's (relatively safe age for coronavirus) to come back soon. But they may be quite picky. Will choose younger guys that prefer lower tip instead of short boom boom and safe play.
