If you are the type of individual that likes SWs, it is important to keep your vehicle legal (plates, registration, window tint, etc) and in good working condition (all lights function, muffler, etc). Follow the traffic laws (stay in your lane, full stop at lights and stop signs, use turn signal, etc). Don't give police a reason to stop you! That stop can lead to other issues / charges.
Now, back to this incident. The jaywalking charge seems petty, but could have resulted from several scenarios. She may have been disrespectful or given the police a hard time so they charged her with everything possible. It could be that they feared the possession of drug paraphernalia charge was weak and wanted to ensure something stuck (keeps her name / info in the system). It could be that she stepped out from between cars and was an imminent threat to a vehicle driver that had to avoid her. In that case, jaywalking is a lesser charge than what she could be hit with. And maybe none of this is true and I've seen way too much LivePD.

Less cost, safer for everyone concerned and creates tax revenue instead of taxpayer costs. Germany has something similar in many cities now, and most of Western Europe has similar laws.
