The whole thing that they are after pimps is a load of shit. They want more money for the city. I'm no longtime monger but here's a map of the track from my experience in the area. Hope it can help out some 1 because it took me a few trips to learn what areas to lookout for.

Hot spots are by the piano spot there's a street there where there's always girl and further south on Beach on the west side of the street before the train tracks you'll see some time to time.

Did a check to see if Beach Blvd was still happening. 11 am, BSW and WSW Blond hair on opposite sides of the street at Orange, one dipped into the CVS parking lot and was chatting on the phone there.
