Penny has been rated by the vast majority as fairly attractive. Looks ratings are not just the face but overall. A 5 rating to me would not even apply to just her face. Do we compare them to other girls in the industry or the general population? Each person has their own benchmark when it comes to rating a girl, industry or not.
