My last daytime visit, I walked to Zona from the border. After a entering TJ, I bypassed the taxis, walked across the walking bridge, and it was a couple blocks to the Zona. No issues, no problems. Took about 30 minutes, with stopping and checking out some of the local stores. Don't be stupid and whip out your cell phone to take pics or selfies every 100 feet, walk with a purpose, dress down and leave the Rolex at home, and you will be fine. It's something I would never suggest at night though.
