LE has to be in the room and witness the agreement / transaction of cash for a sexual act which obviously would involve an under cover officer. OR Senario 2. They have to see the same agreement on video that would involve a customer such as went down with Mr Kraft. Under Senario 1 The owner and the provider will be arrested. The owner for running a house of prostitution and the provider for being the prostitute. Senario 2. The owner, provider and the customer (caught on video) will be arrested just like the Kraft deal. The transaction has to be CAUGHT in the act, not a sex act but a sex act for cash, you can fuck and suck anywhere you please you just cant charge for it, if you do thats prostitution.
