It has always been the law
It's always & everywhere been the law on the books, but cop's (& prosecutors) have always had "discretion" about how strictly they want to enforce every little detail of the law: if they want to do the paperwork to book you they can always find some niggling violation to arrest or detain you for; or, if you're friendly & nice & polite to them (& you haven't got any warrants out on you, & you haven't done anything they think is suspicious, & you don't fit any "wanted" description) , they can let you skate on "no identification documents" if you're just out walking (not operating any vehicle) someplace that they don't think is suspicious but giving any FALSE identification WILL get you arrested if they catch on to it!
Even though this might belong in a different topic, I thought it important to comment while browsing for information. There is no statute in the Federal code that requires a citizen to identify themselves to police or anyone else. Some states I. E Indiana do have a law obligating you to identify yourself. But in Kentucky, there is no such requirement even when operating a motor vehicle. You must merely be in possession of your operator's license and present it upon request. There is a misdemeanor for providing a false identification, but only after being warned by the police officer that doing so is a crime. There is also no law requiring you to have "identification documents".
Penalty for Getting Busted
Does anyone know the penality in Lou for getting busted with a SW?
You can be arrested and spend several hours in jail. It is a misdemeanor punishable by a fine and a criminal record. An attorney can probably get it dismissed. So, depending on you situation, a fine is cheaper but dismissal may be better.
