I understand the process completely BTW. Here's how it works: 1) An individual sees opportunity to make easy money through adult entertainment. 2) He / she wants more control over ladies than is afforded through outcall service only. 3) He / she decides to operate an incall to have more control over employees and cash flow. 4) He / she obtains business license and does his or her best to portray the business as being legit.

Result: 1) Ladies (and sometimes men) sell their 'goods' for less than they can make as independents. 2) Owner pockets large percentage of sales. 3) Officer McCloud swoops in and bust multiple individuals. 4) Owner claims ignorance of what occurs behind closed doors, shows license, and walks away.

None of the above changes the fact that operating an 'adult services establishment' is a high risk business.

You have to hold a specific bureau license to offer those services in Louisville. You also have to hold either an adult entertainment license or a massage therapy license depending upon the type of in-call services you offer. Escort bureau licenses offer a wide range of services depending upon your particular business model.

These are issued by city government after an exhaustive and very expensive process. Escorts can only be licensed individually through an escort bureau, and only at the discretion of the bureau operator. Whatever legal protection the bureau enjoys is also extended to the escort.

You have to have an established business history, clear criminal history and sound financial backing. If you believe that's "easy," think again.

It has nothing to do with "control over ladies," Chip, in-call or out-call. The city determines which businesses can hold the bureau license, and the bureau decide which ladies to hire-only after the city approves of their individual license application sponsored by the bureaus. Bureaus screen girls based on criminal and work histories to make sure they can be licensed by the city. If anyone has "control" over this process, it's the licensing authority.

Escort bureaus, if properly licensed, are legitimate, Chip. That's the entire purpose of the licensing process. We're "legit" once the license is received. Ponder that for a moment if the logic is unclear.

1. On any given assignment, the escort always-ALWAYS-makes more than the agency. The agency foots the bill for advertising, materials, equipment, clothing and makeup (in some cases) , photography and travel and so forth. For in-call service, the agency foots the bill for everything. In exchange, the agency receives 60% percent of the HOURLY RATE ONLY. The escort, to the extent she is provided any additional money above the hourly fee, keeps 100% of that amount on top of the 40& she makes each hour. Whether additional sums are paid is between the escort and client.

If, for example, an out-call assignment brings $300 total, the agency gets $90 of this and the escort keeps the rest-$210. This means that the escort receives more than the agency, and does not have any overhead to deduct (it's all profit.) The agency finds and assigns clients and assumes all the expenses involved in allowing her to operate safely and legally. That is true on every assignment, every time, Chip. There are expenses involved in escorting (if done professionally and in safety,) so the professional escort will always look more toward NET than GROSS, Chip. Your statement claiming they will make more as independents is something manipulative clients say to dupe impressionable girls into thinking that freelance is the answer.

Finally, Officer McCloud doesn't swoop in on licensed agencies to make mass arrests. Point to a single incident where that has occurred in the past five years, Chip. Now compare that to what you've seen, read and heard about the number of independents arrested and charged in just the past year. As long as the company abides by the ordinance and the girls play it smart and safely, LEO leaves us alone.

Since you brought up the McCloud issue, think of it this way: When LEO does run up on you in the company of a fine young beauty, do you want her to say,"He called me off of some random internet ad," or "He hired me through a licensed, legal escort service."
