The early release program has not gone into effect as of yet. By arresting the SW's it give them more chance to put them in jail overnight and get a SOAP (stay out of area prostitution) court order. LE is also trying to chase the SW's out of OC. OC cops have a reputation for cracking down on SW's so I am surprised this did happen earlier.
