Government never gets smaller, it only gets bigger. So, some cities enact shitier laws that make it easy to arrest / convict people who are doing nothing. On COPS I have seen guys get tickets (never arrested) for what they call "Manifestation of Prostitution". It means "We didn't actually catch you doing anything, but it looks like you might be heading in that direction so we're going to get you for something." A ticket is usually handled better than an arrest. The guy pays the ticket and feels like he got off light. No arrest, no car impound, no angry wife, no night in jail. But, the law is bullshit, since you cannot prove intent and it is actually unconstitutional to make a law about intent, but no one fights the law. It's like calling the police when you're threatened and they tell you they can't do anything about it because the guy didn't actually do anything yet, but if you are murdered, then call back and they'll arrest the guy.
Unless the cop is a complete douchebag, you're not going to get arrested for giving a hooker a ride somewhere if it's someone you know. If you pull a U-turn and cut off a cement truck and hold up traffic on a main street while trying to pick up a girl who's walking, you're the douchebag and you deserve what you get.
I've found that the key with dealing with hookers is that cops don't want it rubbed in their faces. I have been caught three times with my dick in a hooker's mouth, several times trying to pick up a girl, and several times dropping off a girl, and got away clean every time. Maybe I'm just lucky in this regard, but I keep my car clean, I don't make anything obvious, and I keep all my DMV stuff perfect and current. Don't be trouble and you're less likely to get in trouble. When you are dealing with the cops, treat them like they're an American trying to do their job.

Thats a relief to know that. I still do not know know if prosecutors rely on a provider's ads for proof, or just on the exchange of money, during the provider's visit in front of the judge. Some gals have quite blatant ads, and others have ads that are quite vague..
