Good / proper massage / bodywork is done on someone NUDE. Glutes are definitely one muscle group that needs proper massage. Swedish / Oil / Hot Rocks would stumble on underwear. A Legit place will use a sheet or towel and draw a ling down the middle and cover the private parts.
If fishing for extras, besides all the good tips already suggested, start off not using the towel or sheet to cover up, it they want to cover you, they can. YMMV, but many places that provide extras, also provide a great massage, so definitely shed the underwear.
