It only applies if you are picking up a woman in an area that local law enforcement has designated as a street prostitution hot zone. I don't know what criteria they use, but local by laws allow for such designations. I guess in Vegas it would be in the streets frequently discussed here. Also, she has to have a soliciting record, as BassLake pointed out. Unfortunately, the areas with a lot of street prostitution also attract other forms of crime, so it is likely to be a high crime area overall.
So if you are giving a SW with a record a ride to the dentist you should have no fear so long as you are not in the designated zones where she might try to get picked up.

I've talked to several girls who have been busted for soliciting, and they said their ads were explicit, but did not enter into their trials with the judge. So I just wondered if the girls need to be very concerned about the wording in their ads, or does the prosecutor feel that the exchange of money in the room is proof enough.
