A lack of Karens / Complainers, city leaders who turn a blind eye to it, understaffed / overworked police departments, a lack of funding for enforcement.

There are couple of ladies who I have contact with and they said the city was looking to close all the shops down a couple of months ago. There was some back and forth but the city finally put the nail in the coffin.
