In his defense, you can tell if a girl is not high or withdrawing at the moment, and you can look for signs of drug use...but the odds are shes at least an occasional user. IMHO.
I guess I need to quantify that. She was df at that moment. Whether or not she was regular user was speculation, but I've been around the block more than enough times to tell if someone is on something, especially the hard stuff.
