And the police can and will lie. I am not real familiar with Tn case law, but in Ohio (where I took the bar a few years ago), this would not qualify as entrapment in most cases. I would tread lightly if you are concerned about being recorded.

I believe only one person has to know about the phone being tapped. However, I am not all warm and fuzzy about pay phones. A throwaway cell is better. And call in a high cell traffic area, like a mall parking lot. Best place to hide with electronics is in a crowd. You would throw up if you knew how easy the tech is to pinpoint(or clone) a phone, GPS or not.
