If you search the forum for "crapshoot" you'll find posts with reports and advice about how to improve the odds of getting the most for your $. The short version is to book the least amount of time possible (as you posted), do what you can to get the provider "warmed up" (short backrub, DATY if that's your thing, etc.) and always get the personal digits of any gems so you can find them later.
With similarities noted, Latinas certainly have their unique qualities. IME, they tend to be much more moody, which can be good or bad depending on when you see them. They also tend not to put much effort into any kind of massage (at least not as much as Asian providers) so there really isn't much point in expecting that to be a significant part of your session. On the positive side they can be very responsive if you happen to push the right buttons and you can end up with a GFE session when you least expect it.
