The and&S folks just create these websites without the providers' knowledge or approval, using info off the internet. (Ads, reviews). Many providers aren't even aware they have these websites. Some are and try to delete them or change them to be accurate, and find out they are unable to. Some just embrace them and use it as another form of marketing.
