Until recently they have always been just like any other credit card. We do t even know it's an HSA card because it's a visa. Apparently, Visa has a new policy that massage isn't an approved FSA or HSA expense. It depends on who the business's merchant service processing company is, but some are now declining FSS and HSA cards and some are not.
