But whats failure to dim headlights? is that driving around with highbeams on? That seems a little harsh to arrest somebody for that.

It was the "no valid license" that got her arrested. Driving w/high-beams on is what got her pulled over, more than likely.

One of my parent's employee also got pulled over for driving with high beam.. which led him to a DUI.

That's what's known as a "pretextual" charge: when the cops are suspicious of someone (they look shifty, or are in a shady area late at night, etc), they look for a reason, or "pretext", to pull them over.
The most common pretextual charge is probably non-working license plate lights; I imagine her just happened to be working, so they went with the high-beams.

Saw her a few months ago. Had her shave both head and face. She did as good a job as any pro barber has ever done. Very careful, especially liked leaning back into the pillows. Kind of expensive for barbering services, but overall, not a bad deal if you're looking to upgrade.

Got to agree with Cletus. The haircut was OK, but not sure I want to drop .5 for one all that often. Beside, I do like them younger than me.
