But the real reason they do this is because they are going broke as their tax base is the worst in Florida. Agriculture is doing poorly and much of the land was sold to developers who went bankrupt a few years ago.
Another reason is because the County is very large compared to the number of deputies they have. So this is an easy way for them to collect funds.

You know, I am sure you are right, but I can't help but think that every grown man in the USA knows there is something dreadfully wrong with meeting a 15 year old girl (or boy) for sex, or for any other reason.
