Actually, LE can't proposition the girl and exchange money, it's called entrapment. The girl has to do all the talking. I'm well aware of the difficulty in busting the owners. Most of the time, when they get prosecuted it's for taxes or as you said, having illegals.

You would not believe what LE in other states will do to get a conviction.

The undercover LE usually has to also get naked in the room, (so the provider does not get suspicious) for the provider to perform massage, in order to get a Massage License Violation, if the provider does not have a massage license. As far as a Prostitution Violation the undercover LE needs only to get an agreement to "perform a sex act for a fee. When I was mongering in Dallas a few of the Amps were busted by vice stings but a owner turned the tide on some of the vice cops when he produced tapes of them repeatedly coming into the establishment and seeing different girls. Actually, I would believe it, I assure you! :D

I'm originally from Virginia and I heard about that situation where LE would actually have sex and then bust the girls. It stirred up a hornet's nest of controversy, very bad press for the police department in question, hearings at the county board of supervisors, and some very interesting testimony at trial. IIRC, the trial judge initially ruled the police tactics to be legal under Virginia law, and that resulted in even more bad press. I think (but I'm not certain) that the appellate court reversed that ruling and said that Virginia cops could NOT break the law in order to enforce it. I do recall that the department ceased doing that. Whether they chose to because of the bad publicity or were ordered to by the court, I'm not sure.

As for HPD, as you said, they generally play it straight. As much as we dislike their vice operations, they're actually pretty laid-back compared to some departments on the mainland. Went to Yang today had a great 4 hand no hint of HE though, damage $.

I believe the pictures being used my P10 and other establishments are all fake. They probably do this to lure us in. I get really upset when they do this. A lot of providers are doing this now! I havw walked away from providers for fake postings and tell them this is bullshit!
