The ave is no different than any other place in the city. It's nobodys business what you are doing there. You have every right as an American citizen to be anywhere you chose to be. Your second option is to keep your mouth shut. Don't take any chances. When approached by a LEO you have but one obligation. Produce updated identification showing who you are. That's all you are required under the law to do. You don't have to engage in any exchange of conversation. If you open your mouth and say you are doing anything illegal they are obliged to arrest you. That's their job. That simple. If you are accused of any infraction of any law, you do not have to prove your innocents. They have to prove your guilt. If approached by any LEO be cordial and respectful. Not always but they sometimes may try to push your buttons with accusations. Deny everything or better yet don't debate with them. If they have something on you they will lock you up then and there and let district attorney sort it out. Its really that simple. Can't do much about that. If you "come clean" expecting special treatment forget it. You won't get it. They are just trying to build a case against you. When you are on the stroll for any reason, no matter if you just stop to get a hair cut, nobody you encounter, regular joe or Johnny law, nobody has your best interest in mind but you. Remember that always. Everyone out there has an ulterior motive. EVERYONE. So keep your mouth shut and your wits about you in peak form and you will be fine. Here's a tidbit you may not have thought of. If you give up your right to remain silent then they will have a field day with your ass. If you keep your mouth shut you can't incriminate yourself. If one is stopped in any area known to be a high crime area lets hope they aren't careless enough to be doing anything that can be proved. That falls under the heading Cover ones ass.
It matters little if one is guilty or innocent. The burden of proof still falls squarely upon the shoulders of the accuser. If the charges are serious enough, guilt or innocents will not be decided in the street. It goes before a judge or magistrate. LEO will not "go easy on someone if they come clean". They do not have that power at their disposal. Before someone is even approached by LEO the control room knows they are making a stop and the reasons for the stop. Also information related to the vehicle they are driving. Tag number, model, make etc is given the control room. It's a safety precaution. Therefore should someone be stopped in the areas described above They better have their "story" down. Again I do agree with you that LEO is not stupid. Anybody that thinks otherwise needs their head examined.
Loitering will get one some unwanted attention. Each individual needs to come up with their own believable answer as to why they are in any one spot or chose not to discuss the issue. One is not required to explain to anybody anything if they are confident enough not to be doing anything illegal. Being in a high crime area is not illegal. Now, if LEO assumes one is doing something illegal again they need to be able prove the assumption. If they are then best thing to do again is keep quiet until they secure legal advice. I'm not talking about public defenders. In my eyes they are about as useless as tits on a bull. Real legal advice from a real attorney.
In short your post is completely on point and well taken. We can only provide to those that ask the most sensible information that has worked for us or someone we know. Yet one size does not fit all. Never will. Whenever one attempts to engage in something they know is not legal then they should have an exit plan. Without it does not serve them well at all. I should have asked about favorites, not a favorite.
As I said earlier, the Admin has been very tolerant with what goes on in this thread. I don't believe anyone would object to your continuing to post here. Keeping this thread vibrant, for the past ten years has not been easy. Any help that keeps the dialogue alive, suits me.
I was a little taken back to see my favorite pose among you latest post. Every once in a while I fall behind in the posting of picture of current finds. That is the current case. I am editing pictures of three streetwalkers, pictures I took last month. The editing process takes place in-between other duties. As soon as I have posted Hope and Bambi's pictures, I will continue posting my favorites. Michelle's pictures can wait, I have featured her before.
I did not know you were out of the country, but I had noticed your absence. I trust that all is well.

But I still love their photos and they bring back very fond memories of my time with them. I am on a photo vacation in South America, visiting remote islands in the Pacific with spotty internet service.
