You haven't mentioned the real challenge of "asking up front". I spoke to someone just recently about this and wanted to verify with you guys. Is it true that you can pay $20 to get in and another $20 to come back through the border if you don't have a passport to show? I ask only because I lost my passport recently and this would be convenient if true.

Coming back, if you have license, are a permanent citizen it should not be big hassle. Nor is it illegal.

You should go down and apply for a passport or passport card. The US & Mexican immigration officals will accept the proof of application. The passport card is only $50. The UCSD passport processing office is the best place to apply for one. I know of serveral people that have been turned back by Mexican immigration officials. It is simply not worth the hassle of going to the border and being turned back.
