Some establishments don't get raided while others do? In particular, shops, AMPs, and strip clubs? From time to time it is mentioned that certain establishments bribe a few LE. Not so.

Being old school, I had relatives (now deceased) and friends (also deceased) that had strong ties to certain families. Although mostly legit, Tampa protection is still provided by a certain family (which I will not name). Local shops that show the proper respect and get permission can also get protection to operate with immunity. Payments are made, but not to LE. A shop cannot afford that kind of cost, but the 'family' can.
Startups that quickly get busted simply did not pay respect. Many are ignorant to the old school of doing business. Tampa's family is still in power, the difference is they no longer 'enforce' non-participants, they let LE do it for them.
If you think this is BS, you are probably 55 or younger. Like I said, I am old school.
After posting a bit of info on the DR on another forum, I realized how much I have missd my favorite get-a-way. I call it 'Mongers Paradise' because it is easy to get away for 4 to 6 days, with unlimited girls, low cost airfare, food and hotels.
I checked out USASC's International site and found ads on the site.
There are three for four cities that Mongers flock to, the most popular are Boca Chica, La Romana, Sousa, and Santa Domingo.
There are all inclusive sex resorts (privately owned away from these towns) where you can pay one price, and your selection of top of the line girls are provided along with meals, drinks, transportation, and lodging (If you have a lot of money and don't mind dropping $4-5K). If you enjoy the hunt (as most mongers on this site do), then learn a little before you go, and you can have a great time.
My favorite stomping ground is Boca Chica. It is 15 minutes from Santo Domingo International airport which gives you more mongering time during a short stay. The beach is called "the worlds biggest swimming pool" due to a reef about 100 yards off shore that stops the surf from hitting the beach. Unless it is very stormy, the water is like glass from the reef to the beach. You can walk out, chest deep and see your feet.
There are three private beach areas owned by hotels. Two are owned by all inclusive resorts where the beach is sectioned off to provide privacy for its guests. The nicest is the Hamaca on the East end, where the resort property is actually on the beach. It is a large resort with entertainment, a casino, dance club, multiple swimming pools and five restraunts. The other all inclusive is not on the beach, but has an elevated walkway that goes down to the beach with an enclosed area for privacy. That area does not extend all the way to the water. The third private beach is on the West end. It is a small hotel. The last time I was there it was $35 a night. Clean, with an enclosed beach area that does not extend to the water. Topless bathing is common at both of the all inclusive resorts, surf and swimming pools, not at the Zapata
The big deal about a private beach is to keep from being hassled when you want to relax. Vendors comb the public beach selling everything from fake Rolex watches, to pirated DVDs, jewelry, fish, shrimp, fresh fruit (don't eat, the knives are not clean). Girls offering massages, hustlers trying to hook you up, musicians wanting to play you music. Basically a pain in the neck.
For very low cost, I prefer the Zapata Hotel. Small, clean, with a private beach. You can sit under palms, drink your favorite drinks, and look over a low wall observing those on the public beach without being hassled.
For all inclusive, I like the Hamaca on the east end. It has changed ownership many times, so the name is probably different, but googling the Coral Hamaca will usually get you the correct web page. There, you can lay out on the beach, or relax in a nice lounge chair. Keep 10 singles in your pocket and you will live like a king. Being all inclusive, tipping is not required. Hold up a dollar bill, and a host will come running up to take your drink order. They will then watch at a distance and be there immediately when you raise your hand.
If you are at the Hamaca, you will not be hassled by the locals, and you can go through a gatehouse and be on the public beach whenever you wish.
Things to watch out for. At the Hamaca, keep an eye on your beach towel. It will get snatched by an employee. Replacement towels are $10, so they will "come to the rescue" and tell you they can get you one for only $5.
On the public beach, learn how to say NO firmly. No is no in English and Spanish. Don't let a hustler find girls for you. It is an extra cost, or the girl may be a minor, or worst case, they want to lure you away from the public area to rob you. Public areas are safe so no need to worry.
On the note of minors. Sex with a minor is a VERY SERIOUS offense in the DR and you will not be coming back to the US.
If you end up in jail, you will not eat, unless someone from the outside brings you food daily.
I have seen grown men (locals) cry when police bust them (for whatever reason). If the police simply beat them with batons, they are happy not to go to jail. I have never seen a tourist get arrested, but a local guy was swimming in his underwear and got arrested.
Ave Duarte runs parallel to the beach, from the Hamaca, all the way to the Zapata. It is one block north of the beach. At night, it is closed to traffic and becomes party central, especially on weekends (weekdays can actually be slow).
All working girls are required to have a Tarjeta (ID card). A hotel will require them to give them the card until they leave. This is for your protection. When you find a girl that you wish to date, ask if she has a Tarjeta (tar-hey-ta). If she doesn't have one, move on (most likely a minor).
The local girls are not allowed to walk Ave Duarte, at night, alone. Don't be surprised if a girl asks you to walk her to a bar. If she is with you, she will not be arrested. The locals want them off the streets so non-monger tourists can eat, drink and smoke cigars without being hassled.
Now to the good part. Mongering. There are several dance clubs, and bars on Ave Duarte where both the working girls and locals hang out. Not every girl is a pro, so look to see if they are with someone before you approach (you don't want to piss off a local BF or husband). The pros make it very obvious they want you (your money). US currency is king. Don't change out all of your dollars to pesos, simply know the exchange rate so you do not overpay. Plan on $25 a girl, and safe sex is a must. HIV is high in the DR. I prefer to date local girls, bartenders, hosts, hospitality workers. They all want extra money and are available.
You will find both female and male sex workers. Same trade, but they ply it differently.
The males are called "Sanki Pankies", a slang term for blood suckers. They are usually buff, young guys that will 'talk up' an average to ugly girl or older woman and spend a lot of time with them during the day. They make the woman feel very special, and work to get them emotionally attached. Sex may or may not happen. Sanki Pankies make their money by selling them romance. After the girl returns home, they contact them by email, reinforcing how special they are. Once hooked they start asking for money because their mom is sick, their sister is sick, their dog is sick. You get the picture. A successful Sanki Panki has 10 or 20 women wiring $25 or more dollars a month to help with expenses, and when the love struck girl returns, they are waiting to reinforce the dependency. It is not unusual to see a 60 year old female tourist walking arm in arm with a young stud.
For female workers, it is business as usual. They want their money now, not a month from now, however with the local non-pro, it is easy to keep them on a string, wire them $20 a month and you will never pay for it while there. Only problem with that, is they will be possessive and try to tie you down.
Weekends. The time to monger. Beautiful women come in from Santo Domingo. A little more money, but the same rules apply. You have the money and they want it. Negotiate with your big head, until you get down to $50 tops. Some will start off at $200 because "all Americans are rich". Tell them you are a poor boy, and only have $50. Some are soooo sexy, you can lose your negotiating skills. Take a deep breath, look away at other girls, a look disinterested. It is actually a good idea to limit the amount you leave the hotel with, that way you are forced to negotiate.
On one trip, I hooked up with a beauty from Santo Domingo with all natural triple Ds or bigger. She had a slim waist and perfect ass. A freak of nature!
She and her GF got caught walking without a male and the local policia nabbed them. Another girl found me at a table and told me about it. After a half hour of negotiating with the captain, I got them both released for $50 (he wanted $200 for one). When I got them out, they were crying their eyes out. Bodyguard. Not a bad idea. I actually hire one when I bring my camera gear. I have known this guy for 20 years. All the locals know him, and he packs. He watches my back for $30 a day. When not working protection, he is a hustler. Black guy, 6'2" speaks 7 languages fluently. Also great for when you go alone. I like having someone who speaks english to hang out with. In fact, if you don't speak Spanish, consider a bodyguard or bring a buddy along that is fluent.
To answer a few questions that might be asked, No I do not have 'triple Ds' photos. Lost them years ago when a hard drive crashed along with her name, phone number etc. Tightest pussy I ever had. Back door was easier to get into.
Still have a gf there anytime I want to see her. I quit sending her money, a long time ago, but I sent her son a baseball glove for his birthday, and bought her heart with that. Freebies anytime I show up. Maybe buy her groceries.

One person that I knew was friends with Traficante Jr. My friend spent time in Raiford Max Security, for violation of parole. Parole for a non-violent crime. It was a "statement" made by the state of Florida.
Traficante Jr. Is now deceased. His death marked the end of the Traficante era (Sr and Jr). Control of mid and northern Florida was devided up amongst other families (correcting my statement that Florida has one of the largest families. Florida HAD one of the largest families).
