You don't get a free Google Voice number without having a regular cellular phone number to tie it to. And I don't really want to tie a burner Google Voice number with my regular phone. Now you can get a burner number for a month and then get a Google Voice number and then your regular burner Service you can cancel and the Google Voice number will still work. I just had my fake Google Voice account and for who knows what reason. I think it's because a provider ghosted me once I got to her house and I sent multiple emails asking what was up which is a violation of Google Voice because it makes it seem like you are spamming.

Then buy a card to replenish minutes. Do it all in cash. That's option #1. Or, as another poster already mentioned, download Google Voice. You will get your own number and then you can do all your texting through the app.
