I've seen a few that now require a password to enter. It's possible that they only took down the website that the 2 people ran and the cops haven't gotten to all the locations on the website that are operated by different people.
There's no need to ask, just do it, LOL.

Too many apartment locations for them to monitor and they can't send in an undercover due to the screening process. They also need to know the date, time and address of a mongers appointment to catch them in the act which is impossible unless the org has a mole feeding them that information. Too much work for them and not enough time and resources. It's easier to bust the c-org locations because they are open to the public.
