To amend the Department of Consumer and Regulatory Affairs Civil Infractions Act of 1985 to add definitions and establish the unlicensed practice of a health occupation as a per se imminent danger to health or safety of the residents of the District; to amend the Drug-Related Nuisance Abatement Act of 1998 to include prostitution-related nuisances within its provisions to allow the United State Attorney for the District of Columbia, the Corporation Counsel, or a community based organization to file an action in the Superior Court of the District of Columbia to enjoin, abate, or prevent a prostitution-related nuisance; to amend Title 47 of the District of Columbia Official Code to limit the practice of massage to licensed massage therapists, to add a definition for the term massage establishment, to add license requirements for massage establishments, to add rulemaking authority, to add prostitution to the list of activities that merit revocation of a license, to add authority to issue cease and desist orders to persons who engage in health-related activity that requires licensure and are not licensed; and to amend the District of Columbia Health Occupations Revision Act of 1985 to make conforming and technical amendments. Chairman Cropp at the request of the Mayor, to the Committee on Consumer and Regulatory Affairs.
