Others do not allow independent sex workers, requiring them to work in formal brothels. They are strict about licensing, medical exams, paying taxes, and ensuring that the workers get proper credit in their social security and medical systems. Of course, some ignore the laws until they are caught, but you can be pretty sure that, in these countries, licensed workers are not human trafficking victims and are not carrying STDs. And are paying taxes--well, like any other primarily cash business anywhere in the world, there is undoubtedly some tax fudging going on.
