I remember back when it was super common for high school kids to cross the border every weekend to drink. Coming back at 2 am was always insane, a veritable parade of drunk teenagers heading home. The border patrol agents were often stretched REALLY thin. Everyone used just a drivers license in those days, and the agent would ask what country you were a citizen of and wave you through. I remember once standing behind a drunk kid who refused to answer the question, and kept saying "California" and waving his license. "I'm from California, man. Let me go home!" The agent pointed to Mexico and said "You just came from California. " and the kid turned around and left. Imagine he had to stand in line again.
There was always a convoy of cars there picking up the kids. Parents drove vans full of drunk teenagers home, and the big controversy was whether that was enabling the behavior or making sure they were safe.
I graduated HS in early 90's back when "no" passport was required. We would go to TJ almost twice a month to drink and party. Was hella easy to get whatever yo wanted but you had to be.
"extra" careful not to get busted. Local tj le would always harass americans to get easy cash by having you pay a bribe or else yo go to jail in the nissan datsun pickups.
