LEO uses this as a type of description when they arrest a person. Don't quite know what it means either, but yes be very suspicious of this person. Looks like they are searching, I mean investigating how to get evidence to bust this place.
I disagree with the mongers who tip nothing unless they are sexually satisfied. If someone does a great job on the massage, they should be tipped. Some of these women went to school and trained hard for their gigs. They deliver professional services and work in a tough physical environment (you stand all day and work so hard at work- you'd want to be compensated for it, wouldn't you? ) Crappy massage? I agree crappy or no tip is warranted. Great massage? Show appreciation for a job well done. She earned it.
